I did find reference to the issue in the LCS Skype Meeting Minutes but it wasn’t much:
• Territory Issues:
o Territories have been updated piecemeal since 2012.
o Need to fix those that are missing and repair others.
...well, it’s a little sparse but I guess it means it’s been tabled
